Child Sex Trafficker Sentenced to Potential Life in Prison

A federal jury has convicted 46-year-old Germaine Coulter, a/k/a ‘Slim,’ of child sex trafficking and conspiracy to commit child sex trafficking in Oklahoma City, announced Timothy J. Downing, U.S. Attorney for the Western District of Oklahoma.

Coulter was found guilty on Counts One and Two, which charged him with a child-sex-trafficking conspiracy and substantive offenses of trafficking girls identified as Jane Doe 1 and Jane Doe 3. The jury was unable to reach a unanimous verdict on Count Three.

According to the indictment, Coulter recruited females under the age of 18 to perform commercial sex work in January and February 2018. He promised one girl a $1,000 per day income, with all the money going to him, and even offered to buy her a car, get her an apartment, and give her business cards after she turned 18. Coulter directed his victims to call him ‘Daddy.’

Coulter was working with co-conspirator Elizabeth Andrade, 36, of Edmond, who has already been convicted of conspiracy to commit child sex trafficking. Andrade pleaded guilty to a one-count superseding information on July 19, 2018.

The jury heard testimony that Andrade began taking one of the girls with her on commercial sex appointments, where the girl performed sex acts for money. Coulter and Andrade trained and directed the girl on how to interact and perform sex acts with customers and how to convince her mother to let her stay with them.

Coulter faces up to life imprisonment on the conspiracy conviction, as well as a mandatory minimum sentence of ten years on Count Two. He also faces supervised release after incarceration of at least five years and up to life, in addition to fines of up to $250,000 per count, mandatory restitution, and a $5,100 special assessment on each count.

Sentencing will take place in approximately 90 days. This case is the result of an investigation by the FBI Oklahoma City Division and the Oklahoma City Police Department, with assistance from the Oklahoma County District Attorney’s Office. Assistant U.S. Attorneys K. McKenzie Anderson and Jessica Perry are prosecuting the case.
