Jasmine Hoyle, Medicaid Urine Test Scheme, North Carolina 2024

Greensboro, NC – Jasmine Hoyle, 35, a Greensboro woman, has been handed a sentence of 44 months in prison and three years of supervised release after being convicted of a multi-million-dollar urine drug testing scheme involving Medicaid. United States Attorney Clifton T. Barrett announced the sentence for Hoyle, who also faces a restitution order of $6,299,738.89.

Hoyle, who owned Harvest Focused & Consulting Services, LLC and The Ultimate Sacrifice in Winston-Salem, admitted to billing Medicaid for services that were never provided, including urine drug tests on countless occasions where the purported beneficiaries had no knowledge of her businesses. Over two years, Medicaid paid out over $6 million to Hoyle’s fraudulent enterprises.

‘Stealing taxpayer dollars from a program designed to aid our most vulnerable citizens is an absolute outrage,’ said Barrett. ‘Our office is committed to investigating and prosecuting such schemes, and we thank our partners for their dedication in this case.’

In addition to the prison term and restitution, Hoyle used some of the proceeds of her fraud on personal expenses, including the purchase of a Dodge Challenger. The sentence handed down serves as a stark reminder that fraudulent activities will be pursued with vigor.

Special Agent in Charge Kelly J. Blackmon emphasized the importance of maintaining Medicaid’s integrity, stating, ‘OIG will continue to work with law enforcement partners to safeguard our healthcare programs.’

The IRS-CI Charlotte Field Office’s Special Agent-In-Charge Donald “Trey” Eakins echoed this sentiment, emphasizing the need for protecting federal funds meant for health care services.

Hoyle’s former business partner, LaTameria Davis, has also pleaded guilty and is awaiting sentencing. This case underscores the effectiveness of joint investigations in combating healthcare fraud. The investigation was led by Assistant United States Attorney Ashley Waid and Special Assistant United States Attorney Daniel Spillman.
