Vincent Jacobson, a 52-year-old commercial fisherman from Yakutat, Alaska, has been sentenced to five years’ probation for his role in a halibut fishing conspiracy. Along with co-conspirator Jonathan Pavlik, 41, also from Yakutat, Jacobson used Individual Fishing Quota (IFQ) permits to commit federal law violations from September 2019 to August 2022. The scheme involved using permits to harvest halibut without being on board the vessel, a clear breach of federal regulations.
The conspiracy was uncovered after an incident on August 24, 2022, where Pavlik directed his crew on the F/V New Era to receive halibut from Jacobson’s vessel, the F/V Epic. The halibut had been harvested without Pavlik or his crew on board, violating federal law. Pavlik then landed the halibut under his IFQ permit, falsely reporting the vessel of harvest and claiming the halibut was creditable to his IFQ balance.
Jacobson’s sentence includes a $15,000 fine and a worldwide ban on fishing and hunting throughout his probation. The case highlights the importance of enforcing federal regulations to protect Alaska’s fisheries and prevent similar conspiracies in the future.
The Lacey Act, which Jacobson and Pavlik violated, is a federal law that regulates the trade of wildlife, fish, and plants.
