HANFORD, CA – Ryan Gines, 44, of Hanford, is trading the dusty Kings County roads for a federal prison cell after receiving a 15-year and six-month sentence for trafficking methamphetamine. U.S. District Judge Dale A. Drozd handed down the sentence today, effectively ending Gines’s career peddling poison in the Central Valley.

The bust stemmed from Operation Red Reaper, a sprawling investigation launched in March 2019 that ripped through the underbelly of Kings County’s criminal network. The probe quickly revealed a large-scale methamphetamine distribution operation fueled by the gang, alongside a litany of firearms offenses and violent acts. Twenty-one individuals were ultimately hit with federal charges, Gines among them.

The walls closed in on Gines in May 2019. A court-authorized wiretap captured Gines conspiring to acquire and distribute over five pounds of methamphetamine. Shortly after midnight, a Kings County Sheriff’s deputy, acting on intel gleaned from the wiretap, pulled over the vehicle carrying the drugs. A search revealed the contraband, sealing Gines’s fate. The evidence was damning, the conspiracy exposed.

This wasn’t a solo operation. The investigation was a multi-agency blitzkrieg, spearheaded by the Kings County Gang Task Force, with crucial support from the California Department of Justice’s Special Operations Unit, the California Highway Patrol, the California Department of Corrections and Rehabilitation, and the FBI. The Kings County District Attorney’s Office and the Tulare County Sheriff’s Office also played key roles. Federal backup arrived in the form of the DEA, ATF, U.S. Marshals Service, and Homeland Security Investigations during the takedown.

Assistant U.S. Attorney Justin J. Gilio skillfully prosecuted the case, presenting the evidence that led to Gines’s conviction and lengthy sentence. This case isn’t just about one man; it’s part of the Department of Justice’s Project Safe Neighborhoods (PSN) initiative, a nationwide effort to reduce violent crime and build safer communities. Launched in 2021, PSN focuses on fostering trust, supporting community organizations, and strategically targeting enforcement.
