Harrisonburg Woman Pleads Guilty to Fatal Fentanyl Distribution

A 31-year-old Harrisonburg woman, Iza Mar Rosario-Cruzado, has pleaded guilty to distributing and possessing with the intent to distribute a mixture of heroin and fentanyl that resulted in an overdose death.

According to court documents, on December 12, 2017, Rosario-Cruzado distributed the deadly mixture to Richard Mansfield, who subsequently redistributed it to M.J.M. The next day, M.J.M. ingested the fentanyl and heroin, leading to his overdose death.

Rosario-Cruzado, who has been cooperating with authorities, faces between 12-16 years in federal prison at her sentencing on December 17, 2019. Her plea agreement includes this agreed-upon sentence.

“Heroin laced with fentanyl is driving the opioid epidemic that has ravaged our district for the last several years,” said U.S. Attorney Thomas T. Cullen. “We will continue to work closely with our state and local partners to investigate and prosecute cases involving overdose deaths and hold dealers accountable under federal law.”

Special Agent in Charge Jesse R. Fong of the U.S. Drug Enforcement Administration, Washington Field Division, added, “This sentence is a great example of our efforts to keep our local communities safe from the spread of drugs. Heroin and fentanyl are extremely deadly substances and those who spread this poison across our cities, acting with blatant disregard for the lives of the people who live here, will not be tolerated.”

The investigation of the case was conducted by the Drug Enforcement Administration, Virginia State Police, and Harrisonburg Police Department, with the assistance of Rockingham County Commonwealth’s Attorney Marsha L. Garst. Assistant United States Attorney Jeb Terrien is prosecuting the case for the United States.
