Jackie M. Hill, Child Pornography Production, Missouri 2023

KANSAS CITY, MO – Jackie M. Hill, 39, of Kansas City, Missouri, will spend the next 16 years and eight months behind bars after being sentenced in federal court for the horrific exploitation of a 9-year-old child. Hill pleaded guilty earlier this year to producing child pornography, a crime that has earned him a lifetime of consequences.

According to court documents, Hill used a 9-year-old victim to create 21 images of child pornography on February 3, 2023. The depravity didn’t stop there; Hill then brazenly uploaded three of those images – including two depicting the young victim – to a website dedicated to the discussion and sharing of child sexual abuse material. This act alone demonstrates a callous disregard for the unimaginable harm inflicted upon the victim.

The FBI raided Hill’s residence on April 12, 2023, uncovering a digital cesspool of abuse. Agents seized a desktop computer, a thumb drive, and a cell phone. Forensic analysis revealed thousands of images and videos depicting the sexual exploitation of minors, ranging from infants to prepubescent children. This wasn’t a momentary lapse; investigators determined Hill had been trafficking in child pornography for at least eight years prior to his arrest.

U.S. District Judge Howard F. Sachs handed down the 16-year, eight-month sentence, but the punishment doesn’t end at incarceration. Hill will spend the remainder of his life on supervised release and will be required to register as a sex offender, facing federal and state registration requirements for the rest of his days. This is a necessary step to protect potential future victims, though it offers little solace to those already harmed.

Assistant U.S. Attorney Kenneth W. Borgnino prosecuted the case, with the investigation led by the FBI. This case was brought forth under Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the escalating epidemic of child sexual exploitation. Project Safe Childhood leverages federal, state, and local resources to bring predators to justice and rescue victims.

The Department of Justice’s Project Safe Childhood initiative continues to be a vital force in the fight against child exploitation. Resources and information about internet safety can be found at www.usdoj.gov/psc. This case serves as a stark reminder of the darkness that exists and the ongoing need for vigilance and prosecution of those who prey on the innocent.
