PORTLAND, Ore. – Another street thug off the streets. Anthony Devion Bagsby, 31, a confirmed member of the notorious Hoover Criminal Gang, received a 24-month federal prison sentence today for the simple act of illegally possessing a firearm. The sentence also includes 3 years of supervised release, a slap on the wrist considering the danger he posed.
The case unfolded as part of a larger federal racketeering investigation targeting the Hoover gang’s activities in Portland. Investigators stumbled upon online photos clearly showing Bagsby, a convicted felon, flaunting firearms. Further digging revealed he regularly hung around a known Hoover hangout on Halsey Street in northeast Portland – a breeding ground for violence and illicit activity.
On April 16, 2021, federal agents executed a search warrant at the Halsey Street apartment. Bagsby was among those arrested. The search yielded a loaded Springfield XD-40 handgun discovered in the kitchen. Disturbingly, three of the rounds in the magazine were painted blue – a signature touch favored by some of these crews. Investigators also found a stash of drugs and personal items linking Bagsby to the location, including prescription medication, mail, an empty magazine, several dozen 9mm cartridges, and a baggie of methamphetamine.
Bagsby’s arrogance didn’t help him. Text messages recovered from his phone showed him bragging about acquiring a “brand new XD 40.” On July 20, 2021, a federal grand jury indicted him on two counts of illegally possessing a firearm as a convicted felon. He finally caved and pleaded guilty on October 18, 2022, but not before wasting taxpayer money on legal maneuvering.
The FBI spearheaded the investigation, with crucial assistance from the Portland Police Bureau, Multnomah County Sheriff’s Office, Gresham Police Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The U.S. Attorney’s Office for the District of Oregon handled the prosecution. This wasn’t a solo effort; it was a coordinated takedown.
This prosecution falls under Project Safe Neighborhoods (PSN), a Department of Justice initiative aimed at reducing violent crime. It’s also part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation – a clear signal that federal authorities are targeting not just individual criminals like Bagsby, but the entire criminal networks that enable them. The goal is disruption, dismantling, and ultimately, a safer city, though whether this sentence will truly make a dent remains to be seen.
