Thomas Broussard, a 69-year-old man from Houma, Louisiana, was sentenced to five years in federal prison on Tuesday, May 14, 2019, for receiving child pornography. The conviction marks another grim chapter in the Justice Department’s relentless crackdown on online predators exploiting the most vulnerable.
Broussard was arrested January 23, 2018, during a coordinated raid by the Louisiana Bureau of Investigation, U.S. Department of Homeland Security, Homeland Security Investigations (HSI), and the Louisiana State Police. Agents executed a search warrant at his Houma residence and seized digital devices including a laptop and thumb drive—devices later found to be laden with evidence of depravity.
A forensic analysis conducted by HSI agents uncovered over 11,000 images and 85 videos depicting the sexual victimization of prepubescent children. The sheer volume of material pointed to deliberate, long-term collection and consumption of the most abhorrent forms of child sexual abuse imagery.
U.S. District Judge Jay C. Zainey handed down a sentence of five years in federal custody, followed by an additional five years of supervised release. Broussard will also be required to register as a sex offender under the Sex Offender Registration and Notification Act, branding him for life.
The case was prosecuted under Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation. Spearheaded by U.S. Attorneys’ Offices and the DOJ’s Child Exploitation and Obscenity Section, the program unites federal, state, and local law enforcement to dismantle networks of abuse and rescue victims.
U.S. Attorney Peter G. Strasser commended the investigative work of Homeland Security Investigations, the Louisiana Bureau of Investigation, the Louisiana State Police, and the Terrebonne Parish Sheriff’s Office. Assistant U.S. Attorney Brian M. Klebba, serving as both Project Safe Childhood Coordinator and Financial Crimes Unit Supervisor, handled the prosecution.
