Debbie Norris Woodell, the 64-year-old former director of the Dunn Housing Authority in North Carolina, has been sentenced to 2 years in federal prison for conspiring to commit federal program theft. Between 2016 and 2021, Woodell exploited her position to steal over $200,000 from the agency, which provides affordable housing to low-income families, seniors, and individuals with disabilities in Dunn. Woodell worked with others to issue checks for unapproved landscaping and maintenance work that was never done, funneling most of the money back to her personal use.

Woodell’s scheme involved fabricating bid documents, creating fake invoices, forging signatures, and providing false information to the agency’s board of commissioners. She also misused agency credit cards to make thousands of dollars in unauthorized personal purchases, including ATV gear and home renovations. To conceal the theft, Woodell created false receipts and altered the agency’s accounting records.

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Attorney’s Office investigated the case, which resulted in Woodell’s sentence of 2 years in federal prison, followed by 3 years of supervised release. She was also ordered to repay $238,448 to HUD.

U.S. Attorney Ellis Boyle stated that Woodell’s actions were a clear example of greed and exploitation of public programs, and that she would be held accountable for her crimes. Special Agent in Charge Jerome Winkle of HUD’s Office of Inspector General noted that Woodell’s actions compromised the federal procurement process and stole from vulnerable members of the community.
