Israel Rivera-Reyes, Production of Child Pornography, New York 2022

A shocking case of child exploitation has come to light in Rochester, NY, with the arrest of Israel Rivera-Reyes, 48, on charges of production of child pornography.

According to federal authorities, Rivera-Reyes, a paroled murderer, was taken into custody on April 13, 2022, after a search warrant was executed at his residence on Norcrest Drive in Rochester.

The charge against Rivera-Reyes carries a mandatory minimum penalty of 15 years in prison and a maximum of 30 years.

Rivera-Reyes’ troubles with the law date back to 1995, when he was convicted of Murder 2nd Degree: With Intent and sentenced to serve five years to life in prison.

He was released on New York State Parole in August 2006, but his parole was revoked multiple times between 2012 and 2014. He was most recently re-paroled on March 14, 2019.

The investigation into Rivera-Reyes’ alleged crimes began when the Irondequoit Police Department received a referral from Child Protective Services (CPS) stating that Rivera-Reyes had engaged in a sexual relationship with a 16-year-old victim, Minor Victim 1, on multiple occasions.

During the investigation, authorities seized Rivera-Reyes’ cell phone and recovered multiple sexually explicit videos from Minor Victim 1’s phone.

The case is being prosecuted by Assistant U.S. Attorney Meghan K. McGuire, who stated that the charge against Rivera-Reyes is merely an accusation and he is presumed innocent until proven guilty.

Rivera-Reyes’ arrest is the result of a joint investigation by the Irondequoit Police Department, the Federal Bureau of Investigation, and the Monroe County District Attorney’s Office.

The defendant is currently in custody, awaiting trial. If convicted, he faces a mandatory minimum penalty of 15 years in prison and a maximum of 30 years.
