PEORIA, IL – Jacob Barnwell, a registered sex offender from Whitehouse, Texas, has admitted to a chilling and widespread scheme to sexually exploit vulnerable minors. Barnwell, 29, pleaded guilty August 29th before U.S. District Judge Joe Billy McDade to charges stemming from a multi-state operation where he used fake personas on Facebook to lure young girls into sending him sexually explicit images.
The con began with Barnwell advertising a lucrative modeling opportunity, promising payments of up to thousands of dollars for photoshoots. He created multiple female-presenting profiles, preying on aspiring models, including minors, who responded to the offer. Victims, believing they were building legitimate portfolios, were then manipulated by Barnwell into sending increasingly revealing photographs. He dangled the promise of payment – via cash, check, or direct deposit – to keep them engaged.
But the “portfolio” was a ruse. Once Barnwell had obtained compromising images, he turned from promoter to predator, threatening to ruin the victims’ reputations and publicly post their nude pictures if they didn’t comply with further demands for explicit content. The scope of his depravity is staggering: investigators found Barnwell victimized 43 minors across nine judicial districts in eight states. He is scheduled to be sentenced January 9, 2019.
The investigation, a joint effort by the U.S. Secret Service, the Peoria Police Department, and the Peoria County Sheriff’s Office, uncovered far more than just the digital exploitation. Authorities discovered a trove of disturbing videos on Barnwell’s devices, including footage of him secretly filming women in public bathrooms and attempting to film up women’s skirts. They also recovered the hidden camera he allegedly used to capture these illegal recordings.
Federal prosecutors – Assistant U.S. Attorneys Ronald Hanna and Katherine Legge of the Central District of Illinois, alongside Trial Attorney William Grady of the Department of Justice’s Child Exploitation and Obscenity Section – are handling the case as part of Project Safe Childhood, a nationwide initiative launched in 2006 to combat child sexual exploitation. The initiative pools resources from federal, state, and local agencies to identify, apprehend, and prosecute perpetrators like Barnwell, and to rescue victims.
The U.S. Attorney’s Office for the Central District of Illinois emphasized the severity of the crimes and the importance of continued vigilance in protecting children online. Support was also provided by U.S. Attorneys’ offices in California, Mississippi, Nevada, Texas, Washington, Iowa, and West Virginia.
