James Mirabal, Cocaine Conspiracy, Florida 2023

ORLANDO, FL – James Mirabal, 46, of St. Cloud, Florida, is headed to federal prison for 15 years after being convicted of conspiracy to distribute cocaine. U.S. District Judge Roy B. Dalton, Jr. handed down the sentence today, along with an order for Mirabal to forfeit $124,598 – cash directly tied to his illegal operation. The conviction stems from a large-scale drug trafficking ring that moved kilograms of cocaine throughout Central Florida.

Court documents reveal that Mirabal wasn’t just a middleman; he was actively directing the flow of narcotics. He openly discussed a 50-kilogram cocaine seizure from April 2022 while simultaneously arranging for the delivery of 20 kilograms to his co-conspirator, Johnathan Beharry. That 20-kilogram shipment was intercepted when Beharry was arrested on October 17, 2022. The scale of the operation indicates a sophisticated network designed to profit from the misery of addiction.

Law enforcement’s takedown of Mirabal wasn’t a clean sweep. The investigation revealed a pattern of deliberate obstruction. Mirabal routinely ditched cellphones – a clear attempt to erase evidence and evade detection. When agents finally apprehended him on October 31, 2022, they found a staggering 24 cellphones in his possession, alongside the $124,598 in cash. This suggests a well-funded and meticulously planned operation, constantly adapting to avoid law enforcement scrutiny.

Mirabal isn’t the only one facing consequences. Johnathan Beharry previously pleaded guilty and received a 9-year federal prison sentence on February 14, 2023. Another conspirator, Vilnarie Figueroa Matos, is slated to be sentenced on April 17, 2023. Authorities are confident these convictions will significantly disrupt the drug supply in the region, but acknowledge that dismantling an organization of this size requires sustained effort.

The investigation, dubbed “Operation Titan Fall,” was a collaborative effort led by the Drug Enforcement Administration (DEA), with crucial support from Homeland Security Investigations (HSI), the U.S. Postal Inspection Service, the U.S. Secret Service, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Numerous local law enforcement agencies, including the Florida Highway Patrol and police departments from Winter Garden, Orange County, Kissimmee, Winter Park, Clermont, Orlando, Apopka, Ocoee, Osceola County, and Seminole County, also contributed to the investigation. Assistant United States Attorney Dana E. Hill is prosecuting the case.

“Operation Titan Fall” falls under the umbrella of the Organized Crime Drug Enforcement Task Force (OCEDTF), a program dedicated to dismantling high-level criminal organizations. The OCDETF employs a prosecutor-led, intelligence-driven, multi-agency approach, pooling resources and expertise to tackle complex criminal enterprises. This case serves as a reminder that federal agencies will relentlessly pursue those who profit from the illegal drug trade, regardless of how sophisticated their methods.
