Jacksonville Man Charged with Advertising Child Pornography
James Patrick Foreman, a 44-year-old resident of Jacksonville, Florida, was arrested and charged with advertising for child pornography.
According to a federal criminal complaint, Foreman faces a mandatory minimum penalty of 15 years, up to 30 years, in federal prison, and a potential life term of supervision if convicted.
Foreman was taken into custody on October 17, 2014, at his residence in Jacksonville. During his initial court appearance, he was ordered detained pending a detention hearing on October 23, 2014.
The investigation into Foreman’s activities began when an agent with the Federal Bureau of Investigation (FBI) began an undercover operation to identify individuals in the Jacksonville area who had access to and/or were trading images and videos depicting child pornography over the Internet.
The agent discovered that a computer in the area was hosting images of child pornography using a peer-to-peer file sharing program. The agent was able to download several files depicting child pornography from this computer, which were later traced to Foreman’s residence.
During a search of Foreman’s residence on October 1, 2014, law enforcement officers found a video showing a toddler being sexually assaulted. Foreman admitted to downloading child pornography during an interview, and logs of online conversations between Foreman and at least one other individual revealed that he offered to exchange and distribute the video depicting the toddler’s abuse.
This case is being prosecuted as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse.
