Check Cashing Scheme Unfolds in Erie

A brazen scheme to cash stolen checks using homeless individuals as pawns has finally come to an end, as former Erie resident Jasmine Nicole Carter, 30, pleaded guilty in federal court to a charge of conspiracy.

According to court documents, Carter and a co-defendant engaged in the scheme from August 2015 to September 2018. During this time, they stole checks from the mail and used homeless people with valid identification to cash the checks. The defendants removed the legitimate name from the checks and replaced them with the homeless persons’ name.

Carter appeared before United States District Judge Susan Paradise Baxter and entered a plea of guilty to one count of conspiracy. Assistant United States Attorney Christian A. Trabold is prosecuting the case on behalf of the government.

The investigation into Carter’s scheme was a collaborative effort involving the Federal Bureau of Investigation, the Pennsylvania State Police, the Erie Police Department, and the Millcreek Police Department.

As a result of her guilty plea, Carter is facing a possible sentence of up to 30 years in prison, a fine of $1,000,000, or both. The actual sentence will be determined by Judge Baxter at sentencing, which is scheduled for June 16, 2020.

The brazen scheme highlights the vulnerability of homeless individuals, who were exploited by Carter and her co-defendant for their own gain. The case serves as a reminder of the importance of protecting vulnerable populations and holding those responsible for such crimes accountable.
