High-Ranking Contractor Caught in Cell Phone Scam Worth Over $1.3 Million
Javan King, a 42-year-old Laurel, Maryland resident, pleaded guilty to one count of mail fraud in connection with the theft of thousands of government cell phones.
According to a federal investigation led by the Office of Inspector General, King defrauded the government out of more than $1.3 million by ordering unnecessary mobile devices while working as an information technology contractor for the Civil Rights Division at the DOJ.
The scam involved King requesting that the government order thousands of mobile devices that were not needed, which were then shipped to him at the DOJ. He would then sell these devices to phone reselling businesses, earning himself over $1.3 million in the process.
However, the government suffered a loss of more than $1.3 million due to fees paid to AT&T for the unnecessary phone lines and phones. King acknowledged this loss as part of his plea agreement.
U.S. Attorney Jeanine Ferris Pirro announced the charges against King, stating that he had committed a serious crime that wasted taxpayer dollars.
Judge Jia M. Cobb accepted King’s plea and scheduled sentencing for May 26, 2026. Assistant U.S. Attorney Kondi Kleinman is prosecuting the case.
