Former Sarpy County Employee Sentenced for Unauthorized Access to Computer System

A 38-year-old man from Omaha, Nebraska, has been sentenced for obtaining information from a protected computer system. According to court documents, Jeffrey Shafer, a former employee of Sarpy County, was found to have re-enabled his account and accessed several email accounts of county employees after being placed on administrative leave.

Shafer was placed on administrative leave on January 16, 2023, and was informed that he was prohibited from accessing Sarpy County property, physically or via computer. His computer network login and credentials were disabled on the same day.

However, an IT manager at Sarpy County discovered suspicious logins to the computer network on January 24, 2023, which led to an investigation. FBI agents executed a search warrant at Shafer’s residence and conducted forensic examinations of his electronic devices. The devices contained evidence related to the unauthorized access into the Sarpy County computer network.

United States Attorney Susan Lehr announced that Shafer was sentenced to one year of probation on February 6, 2025, in federal court in Omaha. Shafer also paid restitution in the amount of $26,950 prior to the sentencing.

The case was investigated by the Federal Bureau of Investigation. Shafer’s actions demonstrate a clear disregard for the security and privacy of his former employer and colleagues. His sentence serves as a reminder of the consequences of such actions.

The case highlights the importance of computer security and the need for employees to respect the rules and protocols in place to protect sensitive information. Shafer’s actions could have had serious consequences for the county and its employees, and his sentence is a fitting punishment for his crimes.

The sentencing of Jeffrey Shafer serves as a warning to anyone who would seek to exploit their position for personal gain or to compromise the security of their employer’s computer systems.
