Jill Mulligan, Crystal Meth Trafficking, Connecticut 2023

Jill Mulligan, 43, of North Stonington, has been charged with trafficking crystal meth in Connecticut. According to court documents, Mulligan waived her right to be indicted and pleaded guilty to possession with intent to distribute methamphetamine.

The FBI’s Northern Connecticut Gang Task Force made three controlled purchases of crystal meth from Mulligan in April and May 2023. On May 4, 2023, court-authorized searches of Mulligan’s North Stonington residence and her vehicle revealed approximately 390 grams of crystal meth, as well as quantities of crack cocaine, LSD, and prescription pills.

Mulligan was arrested on May 4, 2023, and is currently released on a $100,000 bond pending sentencing. Judge Stefan R. Underhill scheduled sentencing for January 24, 2024, at which time Mulligan faces a maximum term of imprisonment of 20 years.

The investigation is being conducted by the Federal Bureau of Investigation’s Northern Connecticut Gang Task Force, which includes members of the FBI, Hartford Police Department, East Hartford Police Department, New Britain Police Department, West Hartford Police Department, Connecticut State Police and Connecticut Department of Correction.
