WASHINGTON D.C. – Joly Germine, 31, of Croix-des-Bouquets, Haiti, the self-proclaimed “King” of the brutal 400 Mawozo gang, finally caved and pleaded guilty to a sprawling conspiracy involving the illegal smuggling of firearms to Haiti and the laundering of ransom payments extracted from American hostages. The guilty plea came after the government presented two weeks of damning evidence, including testimony from twenty-four witnesses, in U.S. District Court for the District of Columbia. Germine faces a potential life sentence when Judge John D. Bates hands down his punishment on May 15.
The 400 Mawozo gang, notorious for its extreme violence, received at least 24 firearms smuggled from the United States, according to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The arsenal included high-powered weapons like AK-47s, AR-15s, an M4 Carbine rifle, an M1A rifle, and a .50 caliber rifle – a weapon the ATF classifies as military-grade. Germine directed the operation from within a Haitian prison, using contraband cell phones to orchestrate the flow of money and weaponry, authorities say.
Germine wasn’t working alone. His co-defendant and alleged “Queen” of the operation, Eliande Tunis, 45, of Pompano Beach, Florida, also pleaded guilty to the same 48-count second superseding indictment on January 17th, just days before her own trial was set to begin. Tunis allegedly acted as the conduit for funds, receiving money transfers from Haiti and using it to purchase the firearms in the U.S. She, too, faces the possibility of life behind bars, with sentencing scheduled for May 8. Another accomplice, Jocelyn Dor, 31, previously admitted guilt on October 30, 2023, and will be sentenced February 28th, after acting as a straw purchaser for the pair.
U.S. Attorney Matthew M. Graves for the District of Columbia minced no words about the severity of the crimes. “Violent gangs have ravaged Haiti, and, all too often, Americans in Haiti have been targets of their violence,” Graves stated. “These two defendants not only helped lead a prominent violent gang in Haiti, but they were also intimately involved in arming the gang and laundering ransom proceeds the gang obtained from kidnapping Americans.” The case highlights the increasing threat of transnational crime and the flow of illegal weapons across borders.
FBI Special Agent in Charge Jeffrey B. Veltri of the Miami Field Office echoed those sentiments. “Violent, well-armed gangs pose an ongoing threat to U.S. Citizens who live in or travel to Haiti,” Veltri said. “As Joly Germine and Eliande Tunis have just learned, the FBI is dedicated to disrupting and dismantling gangs who undertake hostage-taking of U.S. Citizens anywhere. This includes taking away their ability to wreak violence on the innocent using smuggled firearms.” The investigation, a joint effort between the ATF and the FBI, uncovered a sophisticated network designed to fuel the gang’s criminal activities and terrorize both locals and foreign nationals.
The government’s evidence revealed that between March and November 2021, Germine, Tunis, and their associates conspired to procure and deliver firearms to the 400 Mawozo gang. The indictment specifically charges Germine with conspiring to violate U.S. export control laws and to defraud the U.S., violating those export control laws, smuggling, and laundering the proceeds of ransoms paid to free U.S. hostages, as well as laundering money to further his criminal enterprise. With both “King” and “Queen” now facing life sentences, authorities hope to send a clear message that those who arm violent gangs and profit from kidnapping will be brought to justice.
