Local Gang Member Sentenced to 13 Years in Prison for Racketeering Enterprise Conspiracy

Baltimore, Maryland – In a significant blow to the Normandy, Franklin, and Loudon “NFL” gang, Juawan Davis, age 25, of Baltimore, Maryland, has been sentenced to 13 years in federal prison for conspiracy to participate in a racketeering enterprise.

According to court documents, from 2017 to April 2019, Davis participated in the NFL drug trafficking enterprise and self-identified as an NFL member. The NFL DTO distributed large quantities of heroin, cocaine base, and fentanyl to drug users and drug redistributors from Maryland, Virginia, West Virginia, and Pennsylvania.

As part of his guilty plea, Davis admitted to obtaining heroin and fentanyl in distribution quantities from other NFL members, which he then sold to customers on a regular basis. He also intimidated, threatened, and publicly shamed individuals who the enterprise thought to be cooperating with law enforcement.

On January 11, 2018, Davis posted a photo of a former NFL drug distributor on social media, identifying the former distributor as a “rat.” He also posted discovery information from a state prosecution on January 31, 2018, which identified a witness in the case. The witness later refused to testify in state court, and the case was dismissed against the NFL member.

This case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

Juawan Davis is a defendant in the case, and his exact criminal charges are conspiracy to participate in a racketeering enterprise. The city is Baltimore, Maryland, and the sentence was announced on March 20, 2024. The outcome of the case is 13 years in federal prison, followed by 5 years of supervised release.
