MUSKOGEE, OKLAHOMA — The United States Attorney’s Office for the Eastern District of Oklahoma has delivered a stunning verdict, convicting Sequoyah County resident Justin Floyd Qualls, also known as Jay Qualls, of one count of Aggravated Sexual Abuse of a Minor. The jury’s decision followed a swift trial that concluded on August 7, 2025.
Qualls, 40, from Muldrow, Oklahoma, was accused of raping a child under the age of 12 in May 2024. The heinous act took place within the Cherokee Nation Reservation of Oklahoma, falling under the Eastern District of Oklahoma’s jurisdiction. According to evidence presented by the United States, Qualls engaged in this despicable act with full knowledge that the victim was a minor.
The prosecution was led by Assistant U.S. Attorneys Jessie K. Pippin and Emily Wittlinger, who represented the interests of the United States throughout the trial. The Honorable Timothy M. Reif, sitting by assignment in the United States District Court for the Eastern District of Oklahoma, presided over the trial held in Muskogee. A presentence report has been ordered, and sentencing will be scheduled upon its completion.
The investigation that led to Qualls’ conviction was conducted by the Federal Bureau of Investigation. The jury’s guilty verdict sent shockwaves through the community, as residents of Muldrow and beyond react with a mix of relief and sorrow at the outcome of this high-profile case.
