MARTINSBURG, WEST VIRGINIA – Shannon L. Keiffer, a 33-year-old Martinsburg resident, took a plea deal this week, admitting to a federal drug charge stemming from a 2018 operation. Keiffer pled guilty to one count of “Distribution of Heroin,” a charge that carries a hefty potential sentence. According to court documents, Keiffer engaged in the sale of the deadly opioid in Berkeley County during July of 2018. While details of the transaction remain sealed, the feds clearly had enough to secure the conviction.
If convicted at trial, Keiffer now faces up to 20 years behind bars, along with a potential fine reaching a staggering $1,000,000. However, the ultimate sentence will be determined by Federal Sentencing Guidelines, taking into account the severity of the offense and any prior criminal record Keiffer may have. A sentencing date has not yet been announced.
Assistant U.S. Attorney Timothy D. Helman is leading the prosecution, a clear signal that the Department of Justice is prioritizing drug enforcement in the region. The investigation was spearheaded by the Eastern Panhandle Drug & Violent Crimes Task Force, a HIDTA-funded initiative showing the interagency cooperation being utilized to combat drug trafficking.
The entire operation received critical financial backing from the federal Organized Crime Drug Enforcement Task Force Program (OCDETF). This program is designed to pool resources and coordinate efforts between federal and state agencies, targeting major drug trafficking organizations that operate across state lines. It’s a multi-million dollar effort aimed at disrupting the flow of narcotics into communities like Martinsburg.
U.S. Magistrate Judge Robert W. Trumble presided over the guilty plea.
