Theft of Government Funds Lands Philadelphia Man in Prison

Philadelphia, PA – In a shocking case of deception and betrayal, Kenneth Duffy, 64, of Philadelphia, has been sentenced to a year and a day in prison for stealing government funds intended for his deceased mother.

According to Acting United States Attorney Louis D. Lappen, Duffy continued to take his mother’s Social Security benefits for nearly 20 years after her death in January 1997. The defendant kept his mother’s name on the bank account where the funds were deposited and paid bills in her name, all while lying to the Social Security Administration about her status.

When the Social Security Administration tried to verify whether or not the decedent was alive and receiving her benefits, Duffy claimed that his mother was alive and living with his sister. His lies were eventually discovered in the summer of 2016, leading to his guilty plea to one count of theft of government funds.

As part of his sentence, the Honorable Harvey Bartle III ordered Duffy to pay full restitution to the Social Security Administration of $235,995 and serve three years of supervised release upon completion of his prison sentence.

The case was investigated by the Social Security Administration, Office of Inspector General, and is being prosecuted by Special Assistant United States Attorney Amanda R. Reinitz.
