Kevin Mabone, 56, of Texas, formerly based in Charleston, West Virginia, is headed to federal prison for six months after admitting to a years-long theft scheme that siphoned government funds through misuse of official credit cards. The former director of social development at the Charleston Job Corps Center pleaded guilty to misappropriating federal resources meant for youth workforce training programs.
Mabone admitted to using government-issued credit cards to pay for personal gasoline between 2014 and 2015 at the Charleston Job Corps Center. The charges weren’t confined to West Virginia—his fraud stretched back to his time at the Miami Job Corps Center in Florida, where he committed the same crime from 2007 through 2012. In total, Mabone stole at least $6,684.40, funneling taxpayer dollars into his own vehicle’s fuel tank.
U.S. Attorney Carol Casto confirmed the sentencing, which was handed down by United States District Judge John T. Copenhaver, Jr. Mabone was also ordered to repay the full amount stolen—$6,684.40—in restitution. The case exposed lax oversight at federally funded Job Corps facilities, where administrators wielded unchecked access to government spending tools.
The sentencing, originally set for January 24, 2017, was delayed after federal probation officers uncovered new trouble. A felony warrant had been issued in Dallas County, Texas, charging Mabone with theft of property—another strike in a pattern of financial misconduct. The court found he violated pretrial release conditions, and he’s been locked up in federal custody since January 30, 2017.
Investigation was led by the General Services Administration Office of Inspector General and the Department of Labor Office of Inspector General, agencies tasked with policing waste and corruption in federal programs. Their probe stripped back layers of abuse, revealing how Mabone exploited his role under the guise of public service.
Assistant United States Attorney Gabriele Wohl prosecuted the case, securing a conviction that underscores the feds’ push to hold accountable those who betray public trust. Mabone’s fall from job trainer to inmate serves as a stark reminder: even small-scale theft from government coffers carries federal time.
