Kyle Allen Felicia, Failure to Register as a Sex Offender, South Dakota 2026

A Sioux Falls man has been sentenced to federal prison for over 2 years after failing to register as a sex offender. Kyle Allen Felicia, 43, was sentenced to two years and six months in federal prison for his crime.

U.S. District Judge Karen E. Schreier handed down the sentence on January 26, 2026. Felicia was also ordered to pay a $100 special assessment to the Federal Crime Victims Fund and serve five years of supervised release.

Felicia was aware of his obligation to register and to keep his registration current with officials within the county in which he resided. However, from mid-August through November 2025, Felicia knowingly failed to register and update his registration.

This case was investigated by the U.S. Marshals Service. Supervisory Assistant U.S. Attorney Connie Larson prosecuted the case.

Felicia was remanded to the custody of the U.S. Marshals Service to serve his federal sentence. He was previously convicted of a federal sex offense, making him required to register as a sex offender.

This case was brought as a part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. The initiative was launched in May 2006 by the U.S. Attorney’s Offices and the DOJ’s Child Exploitation and Obscenity Section.
