DULUTH, MN – Kyle Vernon Elwell, 29, of Brainerd, Minnesota, is headed to federal prison for 150 months – 12.5 years – after pleading guilty to possessing with intent to distribute a controlled substance. The sentence, handed down yesterday by Senior U.S. District Judge Donovan W. Frank, caps a case built on a routine traffic stop that uncovered a significant drug operation and an illegal firearm.
The bust began on April 26, 2022, when a Minnesota State Patrol Trooper pulled Elwell over at a gas station in Motley, Minnesota. Elwell was already wanted on an active warrant. But the stop quickly escalated when Elwell, attempting to evade further scrutiny, tossed a pouch containing approximately $7,995 onto the ground. The trooper also recovered a bag containing 51 potentially deadly M-30 fentanyl pills.
A search of Elwell’s vehicle revealed the scope of his operation: roughly 834 grams of methamphetamine, enough to supply a wide network of users. Authorities also found a digital scale, indicative of drug weighing and packaging, and a “ghost” handgun – a firearm without serial numbers, making it untraceable and frequently linked to criminal activity. The lack of a serial number is a major red flag, and a favorite tactic of those attempting to evade law enforcement.
Elwell entered a guilty plea on September 2, 2022, admitting to his role in the drug distribution network. The investigation was a joint effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Minnesota State Patrol, highlighting the ongoing collaboration between federal and state agencies in combating drug trafficking and related crimes.
Assistant U.S. Attorney Bradley M. Endicott prosecuted the case, securing the lengthy prison sentence for Elwell. The sentence includes five years of supervised release following his incarceration. This case serves as a stark warning that even seemingly minor traffic violations can unravel complex criminal enterprises.
The ATF’s St. Paul Field Division led the federal investigation. While the agency did not directly comment on potential connections to larger trafficking organizations, sources within the Bureau suggest that Elwell’s operation was likely part of a wider network funneling illicit drugs into central Minnesota. The investigation remains open, and authorities are continuing to explore possible co-conspirators.
