Machinegun Conversion Device Sparks High-Speed Chase in Jackson
A high-speed chase through the streets of Jackson, Mississippi, came to an end with the arrest of Kylin Demond Russell, 22, after he was found in possession of a Glock pistol with a machinegun conversion device (MCD) attached, commonly known as a ‘switch’.
Russell’s vehicle was stopped by Capitol Police on Friday, February 9, 2024, after failing to yield for a traffic stop. The chase reached speeds of up to 120 mph, causing concern for the safety of bystanders and law enforcement.
When Russell’s vehicle came to a stop, he attempted to flee on foot but was detained by Capitol Police. A search of the vehicle revealed two Glock pistols with attached MCDs. Capitol Police contacted the United States Bureau of Alcohol, Tobacco, Firearms, and Explosives, which confirmed the presence of the machinegun conversion devices.
A video taken by a citizen in Jackson and widely distributed online shows a person firing a weapon from a vehicle matching the description of Russell’s. The investigation is ongoing, and authorities are working to determine the authenticity of the video and its connection to Russell.
Russell had his initial court appearance before a United States Magistrate Judge, who denied him bond and ordered him detained. The maximum sentence for this crime is up to 10 years in prison if convicted.
U.S. Attorney Todd W. Gee and Special Agent in Charge Joshua Jackson of the Bureau of Alcohol, Tobacco, Firearms and Explosives made the announcement. The case is being investigated by the ATF and Capitol Police, with Assistant U.S. Attorney Matt Allen prosecuting the case.
The arrest is a result of Operation Unified and Project Safe Neighborhoods (PSN), coordinated efforts between state, local, and federal law enforcement agencies. The PSN Program is the centerpiece of the Department of Justice’s violent crime reduction efforts, focusing on the most violent offenders and partnering with locally based prevention and reentry programs for lasting reductions in crime.
