Coercion and Enticement in Montana Massage Parlors

Billings, MT – In a shocking display of exploitation, Kyong Cha Roberts, a 68-year-old Billings woman, has admitted to coercing women into providing prostitution services at her massage parlors. Roberts, owner of U-Spa and Happy Spa, pleaded guilty to an indictment charging her with coercion and enticement.

Acting U.S. Attorney Leif M. Johnson revealed that Roberts faces a maximum 20 years in prison, a $250,000 fine, and five years of supervised release. The sentencing date is pending before U.S. District Judge Dana L. Christensen. Roberts was released pending further proceedings.

The investigation, led by the FBI, uncovered that Roberts posted an advertisement in an online Korean newspaper, Kyocharo, in June 2019, seeking women to work in her massage business. A woman, identified as Jane Doe 1, contacted Roberts, who promised her a potential income of around $5,000 per month. Doe eventually arrived in Billings and began working at U-Spa, where she and Roberts discussed the provision of sexual services.

According to court documents, customers typically paid cash for services, with most receiving a massage and sexual services. Prostitution is, of course, illegal in Montana. Assistant U.S. Attorneys Zeno B. Baucus and Bryan T. Dake are prosecuting the case.

Roberts’ guilty plea marks a significant victory in the fight against human trafficking and exploitation. The Grimy Times commends the efforts of the FBI and the U.S. Attorney’s Office for their tireless work in bringing Roberts to justice.

The investigation into Roberts’ massage parlors serves as a stark reminder of the pervasive issue of human trafficking in our communities. The Grimy Times will continue to shine a light on these cases, advocating for greater awareness and action to protect the vulnerable.
