Joel Keenan Lewis, Firearms Possession by Drug User, Oklahoma 2024

OKLAHOMA CITY – A brazen act of violence against law enforcement has landed JOEL KEENAN LEWIS, 67, of Oklahoma City, behind bars for the maximum sentence allowed by law. Lewis was sentenced to 120 months – ten years – in federal prison for being a drug user in possession of a firearm, U.S. Attorney Robert J. Troester announced today. The sentence comes after Lewis fired at an Oklahoma City Police officer responding to a domestic disturbance call.

The incident unfolded on January 23, 2021. Records show an officer arrived at Lewis’s residence to investigate a reported domestic issue. Within moments of the officer’s arrival, Lewis emerged from the home, leveled a pistol at the officer’s chest, and fired. The officer was struck in both the chest and hand, narrowly escaping more serious injury thanks to the protective armor worn under his uniform. It was a cold-blooded ambush that could have easily turned fatal.

A federal grand jury indicted Lewis on August 1, 2023, charging him with being a drug user illegally possessing a firearm. Lewis, with a documented history of marijuana use, pleaded guilty on October 23, 2023, admitting to using marijuana in January 2021 without a medical card and possessing firearms at the time. The plea didn’t erase the violence, but it did acknowledge the dangerous cocktail of drug use and access to deadly weapons.

At the sentencing hearing on July 8, 2024, U.S. District Judge Stephen P. Friot handed down the maximum 120-month sentence. Crucially, Judge Friot also ordered three years of supervised release following Lewis’s confinement. The judge didn’t mince words, highlighting the inherent danger posed by chronic drug abuse combined with firearms and the clear threat to public safety. This isn’t just about a gun; it’s about a pattern of reckless disregard.

This case was a collaborative effort, spearheaded by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the Oklahoma City Police Department. Assistant U.S. Attorneys Jacquelyn M. Hutzell and David McCrary skillfully prosecuted the case, ensuring Lewis faced the full weight of the law. Lewis had already begun serving time for a related conviction for shooting with intent to kill in Oklahoma County District Court, case CF-2021-401, and will receive credit for that time served.

The Grimy Times will continue to follow this case and report on the consequences faced by those who endanger our communities. Further details can be found in public filings related to the case. This sentence sends a message: point a gun at an officer, and you’ll pay the price. And if you’re a drug user illegally armed, expect a visit from federal authorities.
