MUSKOGEE, OKLAHOMA – Sammy Monroe Ebarb, Jr., 40, of Longtown, Oklahoma, has admitted to dodging his legal obligations as a registered sex offender, a move that could land him back behind bars for up to a decade. Ebarb pleaded guilty this week to one count of Failure to Register as Sex Offender in federal court.
The Eastern District of Oklahoma U.S. Attorney’s Office revealed that Ebarb was originally convicted of First Degree Rape in Latimer County District Court on May 20, 2003. That conviction mandated he register as a sex offender, a requirement he brazenly ignored. Between November 2024 and February 2025, while moving around within Indian country inside the Eastern District of Oklahoma, Ebarb failed to update – or even maintain – his required sex offender registration.
This wasn’t some oversight. It was a deliberate act of defiance, investigators say. The charge stemmed from a joint operation by the U.S. Marshals Violent Crimes Fugitive Task Force and the Pittsburg County Sheriff’s Office, who tracked Ebarb’s movements and uncovered his failure to comply with the law. These agencies routinely work to ensure registered sex offenders are accounted for, protecting communities from potential harm.
U.S. Magistrate Judge Jason A. Robertson accepted Ebarb’s guilty plea and has ordered a comprehensive presentence investigation report. This report will delve into Ebarb’s background, criminal history, and other factors relevant to sentencing. Don’t expect a slap on the wrist; the potential penalties are steep – up to 10 years in federal prison and a $250,000.00 fine.
Assistant U.S. Attorney Morgan Muzljakovich skillfully prosecuted the case, presenting the evidence that led to Ebarb’s admission of guilt. Now, a U.S. District Court Judge will make the final decision on sentencing, taking into account the U.S. Sentencing Guidelines and other applicable laws. This isn’t just about punishing Ebarb; it’s about sending a clear message that failing to comply with sex offender registration laws will not be tolerated.
Ebarb remains in the custody of the U.S. Marshals Service awaiting his sentencing hearing. Grimy Times will continue to follow this case and report on the final outcome. This case highlights the ongoing efforts of federal and local law enforcement to hold sex offenders accountable and protect the public. Anyone with information regarding unregistered sex offenders is urged to contact their local authorities or the U.S. Marshals Service.
