Damari “Mari” Douglas, a 21-year-old member of the notorious Lows gang, has pleaded guilty to a Racketeer Influenced and Corrupt Organizations (RICO) conspiracy in Minneapolis. The Lows gang, active in north Minneapolis since 2004, has been involved in a string of violent crimes, including murder, attempted murder, and firearms trafficking. On December 3, 2023, Douglas fired his handgun at a passing SUV, killing one of his own associates. He also admitted to arranging for a straw purchaser to buy firearms on his behalf, resulting in the purchase of at least nine firearms.

The Lows gang’s reign of terror in Minneapolis has been marked by intimidation, threats, and armed retaliation. Douglas’s guilty plea is the second in the case, which involves 14 defendants charged with violating RICO statutes. The gang’s activities have included narcotics distribution, robbery, carjacking, and social-media taunting to maintain its territory and reputation.

Law enforcement executed a search warrant at Douglas’s residence on April 19, 2024, and recovered a Glock pistol equipped with an automatic conversion device. Douglas had directed a straw purchaser to buy firearms on his behalf while he was prohibited from possessing them due to a prior felony conviction.

The guilty plea is a significant blow to the Lows gang’s operations in Minneapolis. The case is a testament to the collaborative efforts of law enforcement agencies, including the FBI and ATF, in taking down violent gangs and bringing perpetrators to justice.
