Paducah, KY – In a gritty victory against the tide of methamphetamine trafficking in Kentucky, Michael Skinner, 65, from Madisonville, was handed a 10-year federal prison sentence for distributing over 50 grams of the deadly drug. The sentence, imposed on July 22, 2025, also mandates 5 years of supervised release post-prison.

U.S. Attorney Kyle G. Bumgarner of the Western District of Kentucky led the charge alongside DEA Louisville Field Division’s Special Agent in Charge Jim Scott and Madisonville Police Chief Steve Bryan. Skinner’s fall from grace began on August 3, 2024, when an excessive window tinting violation stopped him in his tracks. A K-9 unit flagged the presence of narcotics, leading to the discovery of 80.77 grams of methamphetamine stashed under the hood of his vehicle.

Skinner’s plea agreement admitted to a pattern of drug distribution, including this latest offense. His criminal history, marred by frequent drug dealing activities, played a significant role in the court’s decision to impose such a severe sentence. The federal system offers no parole, ensuring Skinner will serve every day of his 10-year sentence.

This case was a collaborative effort between the DEA Paducah Post of Duty and the Madisonville Police Department. Assistant U.S. Attorney Leigh Ann Dycus prosecuted the case from the U.S. Attorney’s Paducah Branch Office, adding another victory to Operation Take Back America – a nationwide initiative aimed at dismantling drug cartels and transnational criminal organizations, and safeguarding communities from violent crime.

Operation Take Back America leverages resources from both Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN). Skinner’s conviction is a stark reminder of the ongoing battle against illegal drugs that continues to demand relentless effort from law enforcement agencies across the nation.
