Manhattan pharmacist Janell Harris has settled a civil lawsuit with the U.S. government for $100,000 over allegations of unlawful distribution of controlled substances. The case involves prescriptions filled at THE PHARMACY, which Harris owned and supervised.

United States Attorney Jay Clayton and DEA Special Agent in Charge Frank A. Tarentino announced the settlement. It resolves claims that Harris’s supervision led to filling prescriptions with ‘red flags,’ indicating potential misuse or diversion of drugs like Oxycodone.

The complaint alleged violations of the Controlled Substances Act, seeking penalties from Harris. The settlement, approved on September 5, 2025, also includes a Consent Judgment for $16,700,000, enforceable if payments are not made.

Harris admitted responsibility for ignoring ‘red flags’ during the Covered Period of 2014-2018. She is barred from supervising pharmacists and owning pharmacies for five and seven years, respectively.

Clayton emphasized that pharmacists cannot ignore warning signs of opioid abuse, while Tarentino highlighted the DEA’s commitment to safeguarding communities and holding professionals accountable.

The pharmacy, under Harris’s direction, repeatedly filled prescriptions with significant red flags despite the risk of abuse or diversion. The settlement underscores the government’s dedication to cracking down on such violations.
