ATLANTA – Karl Touset, 72, of Marietta, Georgia, will spend the next decade behind bars after being sentenced for the horrific crime of paying for and receiving child pornography. The sentence, handed down this week, marks the culmination of a federal investigation revealing a disturbing pattern of exploitation spanning four years.
Touset wasn’t simply a receiver of illegal images; he actively fueled the abuse. Court documents show he paid a woman in the Philippines to provide him with photos and live webcam feeds of young girls – some as young as nine years old – stripping and engaging in sexual acts. He didn’t just watch; he directed, instructing the girls on the specific acts he wanted to witness. Between 2012 and 2015, Touset funneled over $55,000 into this vile enterprise.
The case cracked open thanks to the diligence of financial institutions. In September 2014, a money transfer company flagged suspicious activity – small sums being sent to countries linked to sex tourism and child pornography, including the Philippines. They alerted the National Center for Missing and Exploited Children and an email provider, who then brought the information to Homeland Security Investigations (HSI). HSI agents traced the payments, ultimately leading them to Touset.
When Touset returned to Atlanta Hartsfield-Jackson International Airport on December 21, 2014, after a trip to the Netherlands, authorities seized his electronics. A forensic analysis of his laptops and hard drives revealed a sickening trove of over 6,000 child pornography files. A subsequent raid on his Marietta home uncovered even more evidence, including a detailed spreadsheet meticulously tracking the girls – their names, birth dates, and his personal, disturbing notes.
“This defendant preyed on girls as young as nine years old to satisfy his perverse sexual desires,” stated U.S. Attorney John Horn. “Unfortunately, extreme poverty in many parts of the world affords individuals like Touset the opportunity to exploit children across national borders.” HSI Atlanta Special Agent in Charge Nick S. Annan was blunt: “Child pornography production is, bluntly, the recording of the graphic sexual abuse of innocent children, and those who encourage its production are directly responsible for promoting and encouraging child sex abuse.”
Touset was convicted on November 3, 2016, and sentenced to 10 years imprisonment followed by a lifetime of supervised release. Crucially, there is no parole in the federal system. This conviction serves as a grim reminder that such exploitation transcends borders, and federal agencies like HSI will relentlessly pursue these predators, regardless of where they hide their crimes. The investigation underscores the importance of vigilance from financial institutions and tech companies in identifying and reporting suspicious activity that can save vulnerable children.
