Mark Snedden, Federal Program Bribery and Making a False Claim, Pennsylvania 2016

PHILADELPHIA – Mark Snedden, 70, the President of a masonry restoration contractor, was handed a 90-month sentence for orchestrating a brazen $3.2 million bribery scheme against Amtrak officials.

The justice meted out by United States District Judge Wendy Beetlestone included a one-year supervised release term, a $250,000 fine, and joint restitution of $2,062,374. Snedden’s guilty plea to federal program bribery and making a false claim was entered in April after he was charged by information in March.

Details of the case reveal that Snedden, as owner of the contractor, conspired with Senior Executive Vice President Donald Seefeldt and Vice Presidents Lee Maniatis and Khaled Dallo to offer substantial value to an Amtrak Employee #1. The intent was clear: to sway Employee #1’s decision-making in favor of their company on a $58.5 million repair project at Amtrak’s 30th Street Station.

According to court filings, the scheme, which spanned from May 2016 to November 2019, saw Snedden and his cohorts dishing out paid vacations, jewelry, cash, high-end dinners, entertainment, a dog with training expenses, and even transportation to Amtrak Employee #1. All these were to ensure favorable treatment in exchange for inside information and approvals that benefited the contractor.

The court records also indicate that Amtrak Employee #1 leveraged his position to obtain sensitive project details and, in return, facilitated the overpaying of the contractor for the 30th Street Station repair work. The result was a significant loss to federal funds intended for public transportation infrastructure.

United States Attorney David Metcalf emphasized the severity of the offense, stating that such corruption undermines public confidence and the integrity of federal programs. The sentence handed down reflects the justice system’s commitment to holding those who betray the trust of the American people accountable.
