Oscar Espinoza-Duarte, Methamphetamine Trafficking, Wyoming 2024

CASPER, WY – Two Mexican nationals are headed for a long stretch behind bars after a Wyoming drug bust exposed a cross-state methamphetamine pipeline and a cache of illegal firearms. Oscar Espinoza-Duarte, 32, of Chihuahua, Mexico, received a brutal 180 months’ imprisonment, followed by five years of supervised release. His accomplice, German Ortiz-Esparza, 35, of San Luis Potosi, Mexico, will spend 120 months in federal prison, also with three years of supervised release.

The case, spearheaded by the Wyoming Division of Criminal Investigation (DCI), revealed Espinoza and Ortiz were key suppliers of methamphetamine to distributors operating on and around the Wind River Indian Reservation (WRIR). Agents determined the pair routinely made trips to Denver, scooping up large quantities of the drug before returning to Wyoming to fence it to a network of dealers. This wasn’t just a drug run; it was armed and dangerous.

On February 25th, a raid on Espinoza’s trailer yielded a disturbing haul. Ortiz was found with 8 grams of cocaine and a loaded 9mm pistol. Espinoza was packing a .45 caliber handgun. Inside the trailer, agents discovered a full pound of methamphetamine, three additional firearms – including one with an intentionally obliterated serial number – and over $5,000 in cold, hard cash. The evidence screamed professional operation, fueled by illicit profits and disregard for the law.

Both men were indicted on March 20th, and quickly cut deals with federal prosecutors. Espinoza pleaded guilty on May 14th to two counts of distribution of methamphetamine and aiding and abetting that offense; possession of a firearm in furtherance of a drug trafficking crime; and being an illegal alien in possession of a firearm. Ortiz followed suit on May 15th, pleading guilty to distribution of methamphetamine and aiding and abetting that crime, and also being an illegal alien in possession of a firearm. U.S. District Court Judge Scott W. Skavdahl handed down the sentences in Casper on August 5th and 7th, respectively.

The investigation involved a multi-agency task force including the FBI, the Safe Trails Task Force, and assistance from state and local law enforcement, the Bureau of Indian Affairs (BIA), and Immigration and Customs Enforcement (ICE). Assistant U.S. Attorney Timothy W. Gist prosecuted the case. This bust is part of “Operation Take Back America,” a nationwide initiative promising to aggressively combat illegal immigration, dismantle cartels, and protect communities from violent crime. A lofty goal, but this case represents a small victory in a much larger war.

The sentencing of these two defendants sends a clear message: bringing drugs and guns into Wyoming, especially onto tribal lands, will be met with swift and severe justice.
