Miami Man Arrested in $24M Medicare Fraud Scheme

Angel M. Mirabal, 61, of Miami, was arrested today on health care fraud and money laundering charges in connection with an alleged $24 million scheme to defraud Medicare.

Mirabal, the former owner of Quick Solutions Medical Supplies Inc., a durable medical equipment (DME) supply company located in Houston, Texas, is accused of conspiring with individuals who operated other DME companies to submit approximately $24 million in fraudulent claims for reimbursement to Medicare.

According to the indictment, from April 2010 through July 2013, Mirabal and his co-conspirators allegedly submitted claims that represented DME, such as wound care supplies, were provided to Medicare beneficiaries when, in fact, these items were not medically necessary and were not actually provided.

Many of the Medicare beneficiaries who supposedly received DME from Quick Solutions resided hundreds of miles away in Miami, leading investigators to believe that the scheme was widespread and involved numerous individuals.

The indictment also alleges that Mirabal and his co-conspirators used fraudulent shell companies to launder and disburse the proceeds from the health care fraud scheme.

An indictment is only an accusation, and a defendant is presumed innocent until and unless proven guilty.

The case is being investigated by the FBI and the U.S. Department of Health and Human Services, Office of Inspector General, and was brought as part of the Medicare Fraud Strike Force, under the supervision of the Criminal Division’s Fraud Section and the U.S. Attorney’s Office for the Southern District of Florida.

This is not the first time the Medicare Fraud Strike Force has targeted health care providers in the Southern District of Florida. Since its inception in March 2007, the Medicare Fraud Strike Force, now operating in nine cities across the country, has charged nearly 2,000 defendants who have collectively billed the Medicare program for more than $6 billion.
