Man Sentenced to 10 Years for Conspiring to Distribute Heroin in Madison
A 50-year-old Milwaukee man has been sentenced to 10 years in prison for his role in a heroin conspiracy in Madison, Wisconsin. Michael Carroll pleaded guilty to conspiring to distribute heroin and was sentenced by U.S. District Judge William H. Conley.
The investigation into Carroll’s activities began in September 2019, when it was discovered that he had arranged to expand his heroin distribution operation from Milwaukee to Madison. Between September 13 and November 15, 2019, Carroll conspired to sell heroin to an undercover police officer on multiple occasions.
Law enforcement agents located several hidden firearms during the execution of search warrants at Carroll’s residence in Milwaukee. Carroll has a lengthy criminal history dating back over 30 years, including gun crimes, drug crimes, and a reckless homicide. At the time of his arrest, Carroll was on state supervision for three criminal cases, including the reckless homicide.
U.S. Attorney Scott C. Blader announced the sentencing, saying that Carroll’s lengthy criminal history and lack of meaningful change demonstrate the need for a significant sentence. Judge Conley agreed, remarking that at age 50, Carroll had yet to make any meaningful deviation from a criminal lifestyle.
The investigation into Carroll’s activities was conducted by the Dane County Narcotics Task Force, the Wisconsin Division of Criminal Investigation, the Drug Enforcement Administration, and North Central HIDTA. Assistant U.S. Attorney Diane Schlipper handled the prosecution of the case.
Carroll’s relevant conduct included over 400 grams of heroin, some of which tested positive for fentanyl. His crimes demonstrate the ongoing threat of heroin and fentanyl to the community, and the need for continued efforts to combat these substances.
Carroll’s sentencing serves as a reminder that those involved in heroin trafficking will be held accountable for their actions. The sentence of 10 years in prison reflects the seriousness of the offense and the need for meaningful consequences for those who engage in this type of activity.
