A San Diego man, Isaac Jimenez, has admitted to his role in an alien smuggling scheme that held migrants for ransom in Mexico, with two victims still missing. The scheme, which operated out of Tijuana, would demand tens of thousands of dollars from distraught families in exchange for the freedom of their loved ones. Jimenez, a U.S. citizen, pleaded guilty in federal court, acknowledging his involvement in the conspiracy that brought migrants to the United States illegally for a price.

According to his plea agreement, Jimenez coordinated alien smuggling events and collected ransom payments from family members of migrants who were being held against their will in Tijuana. In at least two cases, the victims disappeared after their families made multiple ransom payments. One of the victims, a father of four U.S. citizen children, was held captive by the smuggling organization, which demanded $15,000 in ransom payments from his wife.

Despite the payments, the smuggling organization continued to demand more money, threatening to kill the man unless his family made additional payments. After the family could no longer pay, all communications from the smuggling organization ceased, and the man’s whereabouts remain unknown. Jimenez has admitted that, to the best of his knowledge, the man was killed in Mexico.
