ST. PAUL, Minn. – The final piece of a deadly fentanyl pipeline fell into place today as Carl Maurice Brown, 32, was found guilty of conspiracy to distribute fentanyl and methamphetamine following a three-day federal trial. The conviction effectively dismantles a large-scale drug operation that flooded northern Minnesota with poison, according to Acting U.S. Attorney Joseph H. Thompson.
The case stems from a February 2024 grand jury indictment targeting multiple defendants, including the alleged ringleader, Ezell Cordero Lucas, a/k/a “Cash.” Lucas and six other co-conspirators have already pleaded guilty and await sentencing, leaving Brown as the last to face trial. The evidence presented showed a sophisticated operation that stretched from the streets of Chicago to the remote corners of the Twin Ports region.
“This conviction closes the book on a dangerous fentanyl trafficking ring that pumped poison into northern Minnesota from Chicago,” Thompson stated bluntly. “Fentanyl has devastated families and communities across our state, and this case is a powerful reminder: we will not let drug traffickers exploit our cities or our rural communities.” The sentiment underscores the federal government’s increasing focus on dismantling interstate drug networks.
Court records reveal that from December 2021 to February 2024, Lucas, operating from Chicago, Illinois, masterminded the “Lucas drug trafficking organization” (Lucas DTO). The Lucas DTO systematically transported mass quantities of fentanyl to Duluth, Minnesota, building a robust customer base. Lucas didn’t get his hands dirty; instead, he directed associates like Carl Brown to travel to Duluth to manage on-the-ground operations while he fielded calls and directed customers to pre-determined meet-up locations. This allowed Lucas to maintain control from afar, maximizing profits and minimizing his direct risk.
Law enforcement’s investigation, a collaborative effort between the Duluth Police Department, the Saint Louis County Sheriff’s Office, the Lake Superior Violent Offender Task Force, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), yielded a significant haul of evidence. Over a two-year period, authorities seized over 890 grams of fentanyl and 262 grams of methamphetamine during 19 separate incidents – including controlled buys, traffic stops, searches, and even following an overdose death. The sheer volume of drugs seized paints a grim picture of the scale of the operation and the potential for tragedy.
Carl Brown now faces up to life in prison when sentenced at a later date. Assistant U.S. Attorneys Garrett S. Fields and Syngen Kanassatega are prosecuting the case.
