Angelo Harper Jr., a 21-year-old from Moreno Valley, has been sentenced to 235 months in federal prison for advertising, distributing, and possessing pornographic images of toddlers and infants in a private online chatroom. The grim details of his digital trail reveal a calculated effort to traffic in the most vile form of child exploitation—targeting victims under the age of six.
On Monday, U.S. District Judge R. Gary Klausner handed down the sentence, which includes lifetime supervised release following Harper’s incarceration. Harper was convicted after a trial in July on charges of advertising child pornography and later pleaded guilty to additional counts of distribution and possession. The case exposed a disturbing underground network operating through encrypted messaging platforms.
According to evidence presented in court, Harper used Kik Messenger to access a members-only chatroom catering to individuals with a sexual interest in infants and toddlers—a paraphilia known as nepiophilia. In that space, he openly advertised access to illicit material, writing: “I have tons of pics and vids of little boys and girls. Pm me for chat and trade of kids under 6 [winking face emoji].”
U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) uncovered the activity when an undercover agent infiltrated the chatroom last year. The probe led to the seizure of multiple digital devices from Harper’s residence, which contained approximately 9,000 images and more than 500 videos of child pornography. Harper admitted to using Kik to transmit the material and to actively seeking others to trade with.
“Pedophiles who use technology to share child pornography re-victimize each child and perpetuate the market for this criminal behavior,” said U.S. Attorney Eileen M. Decker. “This case highlights the fact that defendants like this one will not escape prosecution by hiding in the dark corners of the Internet.”
Edward Owens, acting special agent in charge for HSI in Los Angeles, emphasized the severity of the crime: “This lengthy sentence should serve as a sobering warning about the consequences facing those who use the internet to traffic in child pornography and sexually exploit their innocent, helpless victims.” The prosecution was handled by Assistant U.S. Attorneys George E. Pence and A. Carley Palmer of the General Crimes Section.
