William Rolen, Child Pornography Distribution, Iowa 2018

A 56-year-old New Hampton man has admitted to distributing and possessing child pornography, pleading guilty today in federal court in Cedar Rapids. William Rolen stood before the court and confessed to knowingly sharing and keeping illegal images of children, including depictions of prepubescent minors, during a 2018 investigation.

Rolen was charged with one count of distribution of child pornography and one count of possession of child pornography. At the plea hearing, he confirmed that he not only possessed the illicit material but actively distributed it, crossing state lines in the process—triggering federal jurisdiction and severe mandatory penalties under U.S. law.

Sentencing is pending before United States District Court Judge C.J. Williams, scheduled after a presentence investigation report is completed. Rolen remains locked up in federal custody under the watch of the United States Marshal, with no chance of bond given the severity of the charges and risk of flight.

He now faces a mandatory minimum of five years in prison and a maximum sentence of 40 years behind bars. In addition, Rolen could be fined up to $500,000, slapped with $10,200 in special assessments, and subjected to supervised release for the rest of his life after any prison term ends.

The case was prosecuted by Assistant United States Attorney Mark Tremmel and investigated by a coalition of law enforcement agencies, including the Iowa Division of Criminal Investigation, Homeland Security Investigations, the Eau Claire, Wisconsin, Police Department, the New Hampton Police Department, and the Chickasaw County Sheriff’s Office. The collaboration underscores the multi-jurisdictional reach of digital child exploitation cases.

This prosecution is part of Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual abuse and online exploitation. The effort unites federal, state, and local forces to track down offenders and rescue victims.
