Caleb Durr, Sexual Exploitation of a Child, Iowa 2024

A Wisconsin man has admitted to sexually exploiting a child in Dubuque, Iowa, producing graphic images of a minor using a smartphone. Caleb Durr, 19, of Hazel Green, Wisconsin, pleaded guilty today in federal court in Cedar Rapids to one count of sexual exploitation of a child.

Court testimony from both the plea hearing and an earlier detention hearing revealed that in 2019, Durr used an iPhone to create sexually explicit images of an eight-year-old girl. The crime occurred in Dubuque, where investigators say Durr abused his access to the child to commit the offense, violating the most basic trust and decency owed to minors.

Durr now awaits sentencing before United States District Court Judge C.J. Williams. A presentence investigation report must first be completed before a formal sentencing date is set. Until then, Durr remains in federal custody under the watch of the United States Marshal.

The charges carry a mandatory minimum of 15 years in federal prison and a maximum penalty of 30 years behind bars. Durr also faces a $250,000 fine, $55,100 in special assessments, and a term of supervised release lasting between 5 years and the rest of his life following any prison term.

The case was investigated by the Dubuque Police Department, the Waterloo Police Department, and the Iowa Division of Criminal Investigation. It is being prosecuted by Assistant United States Attorney Mark Tremmel as part of Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual abuse and exploitation nationwide.

Project Safe Childhood coordinates federal, state, and local efforts to identify, apprehend, and prosecute offenders who exploit children.
