Jean Ronald Tirelus, former chairman of a Brooklyn-based healthcare non-profit, and Roberto Samedy, the organization’s executive director, have been indicted for embezzling over $1.3 million from the organization. The non-profit, which provided home care services and operated homeless shelters in New York City, was looted by its leaders, who used their positions to steal public funds. The scheme, which also involved bribery and kickbacks, was uncovered in the Eastern District of New York.

Tirelus and Samedy were charged with wire fraud, embezzlement, and bribery-related offenses, as well as money laundering conspiracy. They were arraigned before United States Chief Magistrate Judge Vera M. Scanlon, along with Miguel Jorge, who was also involved in the scheme. Edouardo St. Fort, another defendant, was arrested in Boston and will be arraigned at a later date.

The indictment alleges that Tirelus and Samedy steered business to companies controlled by St. Fort and Jorge in exchange for bribes and kickbacks. The scheme resulted in the loss of over $1.3 million in public funds, which were meant to support vulnerable New Yorkers. The investigation was led by the United States Attorney’s Office for the Eastern District of New York, the New York City Department of Investigation, and the Federal Bureau of Investigation.

The arrests and indictment were announced by Joseph Nocella, Jr., United States Attorney for the Eastern District of New York, Christopher Ryan, Acting Commissioner of the New York City Department of Investigation, and James C. Barnacle, Jr., Assistant Director in Charge of the Federal Bureau of Investigation’s New York Field Office. The case highlights the importance of rooting out corruption and holding accountable those who exploit charitable trust for personal gain.
