Ronnie Keith, Controlled Substance Recordkeeping Violation, Oklahoma 2021

A Norman doctor has been caught red-handed in a dirty recordkeeping scheme, paying out $60,000 to settle civil penalty claims that he violated the Comprehensive Drug Abuse Prevention and Control Act of 1970.

According to the Department of Justice, Ronnie Keith, DO, (‘Dr. Keith’), failed to maintain invoices for certain purchases of controlled substances and failed to document the date of receipt on certain receiving invoices. He also failed to maintain an initial inventory of all stocks of controlled substances on hand and failed to take a new inventory biennially.

The alleged violations occurred between August 10, 2021, and August 10, 2023, while Dr. Keith owned and operated Keith Medical Clinics with locations in Norman and Ardmore, Oklahoma.

The United States Attorney’s Office for the Western District of Oklahoma, led by Robert J. Troester, announced the settlement.

Dr. Keith’s clinic, which has locations in Norman and Ardmore, Oklahoma, was allegedly non-compliant with rules governing the purchase and inventory of controlled substances.

The Drug Enforcement Administration’s Office of Diversion Control investigated the case, and Assistant U.S. Attorneys Ronald R. Gallegos and Amanda R. Johnson prosecuted the case.

Dr. Keith did not admit liability as part of the settlement, but the agreement allows the parties to avoid the delay, expense, inconvenience, and uncertainty involved in litigating the case.

The settlement comes as a warning to medical professionals and others who may be tempted to cut corners when it comes to recordkeeping. Complete and accurate records are crucial in preventing the diversion and loss of controlled substances.
