Letitia James Demands Title X Funding Reinstatement, New York NY, 2023

New York – In a scathing rebuke to the Trump administration, New York Attorney General Letitia James has joined forces with a coalition of 20 other attorneys general to demand the immediate reinstatement of tens of millions in Title X funds. These critical funds are allocated to health centers for family planning and reproductive healthcare.

Attorney General James and her colleagues have warned that the Department of Health and Human Services’ (HHS) hasty decision to cut support for these vital services without reason has led to a national crisis, with several states facing the total loss of federal family planning funding. This move is predicted to result in more unintended pregnancies, sexually transmitted infections (STIs), and undiagnosed HIV and cervical cancer cases.

‘The federal administration continues to play politics with the lives of the American people,’ said Attorney General James. ‘By slashing funding to necessary health care clinics and providers, they are putting millions at risk and forcing states into a costly mess.’

HHS’s March 31 notification terminated funding for several grant recipients, impacting nearly a quarter of all Title X clinics. The coalition points out that the previous cuts under the first Trump administration resulted in over 60 percent fewer patients served and half of New York’s Title X clinics losing federal funding.

These reductions have led to significant service reductions, including the cancellation of Pap tests, breast exams, HIV tests, STI testing, and birth control services. The coalition argues that low-income and rural communities are hardest hit, with a disproportionate number of Title X patients being on Medicaid.

New York’s Title X programs are crucial for delivering affordable healthcare, serving as the sole source for comprehensive medical care for 60 percent of their patients. The Guttmacher Institute estimates that at least 834,000 patients will lose care annually due to these cuts, with higher rates of unplanned pregnancies and STIs anticipated.
