An Orange County man orchestrated a brazen $270 million Medi-Cal scam, bilking the public health program for expensive prescription drugs containing generic ingredients that were neither medically necessary nor provided to the recipients.

Paul Richard Randall, 66, pleaded guilty to one count of wire fraud committed while on release, capping an 11-month spree of false and fraudulent claims.

The scheme, which netted Randall and his co-schemers over $178 million in ill-gotten gains, targeted Medi-Cal, a program designed to help those in need.

First Assistant U.S. Attorney Bill Essayli slammed Randall’s actions, calling them a ‘personal piggy bank’ for the defendant.
