HOUSTON — Oscar Cantalicio Ortiz, a 54-year-old Kingwood man already facing 262 months for a massive mortgage fraud scheme, is locked up longer after cutting off his GPS ankle monitor and vanishing into Mexico. Ortiz pleaded guilty Dec. 4, 2017, to failing to appear in federal court, a move that just earned him an additional 12 months and one day behind bars—tacked on consecutively to his existing sentence.
Ortiz had been free on bond as he awaited sentencing for bank, mail, and wire fraud tied to a wide-reaching mortgage scam. But the freedom came with a GPS tracking device bolted to his leg. On April 21, 2017, he severed the device and abandoned it on the side of a road in southwest Houston. His car was later found dumped in a nearby parking lot.
Three days later, on April 24, 2017, Ortiz was supposed to face U.S. District Judge Kenneth M. Hoyt for sentencing. He didn’t show. Instead, he was already across the border. Authorities say Ortiz drove a second vehicle he’d purchased into Mexico, where he remained a fugitive for nearly four months.
On August 23, 2017, Ortiz walked into the U.S. Embassy in Mexico City and admitted he was on the run. He told FBI agents he fled because he wanted more time to finish ‘a project.’ The following day, he was flown back to Houston in cuffs. Agents noted his appearance had changed—he’d dyed his hair and facial hair bright red.
Judge Hoyt didn’t wait. While Ortiz was still on the loose, the court handed down the original 262-month sentence in absentia. That term will now be served first, followed by the additional 12 months and one day for bail jumping.
The FBI led the investigation into both the fraud and fugitive counts. Assistant U.S. Attorney Melissa Annis prosecuted both cases. Ortiz, now back in federal custody, will spend nearly two decades behind bars—longer because he thought he could run.
