Orlando, Florida – Patient Data Thief Faces 45 Years in Prison
Sergei Kusyakov (38, Davenport) today pleaded guilty to one count of conspiracy and four counts of wrongful disclosure of individually identifiable health information.
Kusyakov, a former employee of Florida Hospital, faces a maximum penalty of 45 years in federal prison. Sentencing has been set for March 25, 2013.
According to court documents, Kusyakov was involved in a patient data theft scheme that targeted patients of Florida Hospital who had been involved in motor vehicle accidents. Kusyakov used his position to obtain individually identifiable health information, which he then disclosed to other conspirators.
The scheme, which began in July 2006, was uncovered in August 2012, after Florida Hospital discovered a data breach. The investigation revealed that more than 12,000 patients had their individually identifiable health information illegally accessed.
Kusyakov was not the only one involved in the scheme. His co-conspirators, Katrina Munroe (30, Winter Haven) and Dale Munroe II (35, Winter Haven), also pleaded guilty to their roles in the crime. Munroe pleaded guilty to one count of conspiracy, while Munroe II pleaded guilty to one count of conspiracy and one count of wrongful disclosure of individually identifiable health information.
Katrina Munroe faces a maximum penalty of 5 years in federal prison, while Dale Munroe II faces a maximum penalty of 15 years. Sentencing for both defendants has been set for January 14, 2013 and March 11, 2013, respectively.
The cases were investigated by the Federal Bureau of Investigation and the Florida Department of Financial Services, Division of Insurance Fraud. They are being prosecuted by Assistant United States Attorney Roger B. Handberg.
