Pennsylvania Man Sentenced for Violent Home Invasion
Baltimore, Maryland – In a shocking case of police corruption, Thomas Robert Finnegan, 38, of Easton, Pennsylvania, was sentenced to 102 months in prison for his role in a violent home invasion in 2014.
Finnegan and his accomplice, David Kendall Rahim, 42, of Baltimore, Maryland, broke into the home of a Baltimore city couple, holding them at gunpoint and stealing $20,000 in cash.
The brazen heist was orchestrated by a former member of the Baltimore Police Department’s Gun Trace Task Force, Detective Jemell Lamar Rayam, who is awaiting sentencing after pleading guilty to racketeering conspiracy, overtime fraud, and the robbery.
According to the plea agreements of Finnegan and Rahim, they used BPD tactical gear to impersonate police officers during the home invasion, while Rayam remained outside to intercept any responding officers.
The victims, a married couple, had the $20,000 in cash at their home to pay off tax liabilities on two properties. After the search of a nearby store, Rayam told Finnegan and Rahim about the money and agreed to rob the couple at their residence later that evening.
U.S. District Judge Catherine C. Blake also ordered both men to pay $20,000 in restitution to the victims. The case was investigated by the FBI, and U.S. Attorney Robert K. Hur commended the agency for its work in the investigation.
Rahim was previously sentenced to five years in prison for his role in the robbery, and Rayam is awaiting sentencing after pleading guilty to the robbery, racketeering conspiracy, and overtime fraud.
Assistant U.S. Attorneys Derek E. Hines and Leo J. Wise are prosecuting the case, which is part of the Organized Crime Drug Enforcement Task Force.
