LONDON, Ky. – Scott Blair, 52, the former Commonwealth’s Attorney for the 33rd Judicial Circuit of Kentucky, admitted in federal court Friday to a sickening betrayal of public trust. Blair pleaded guilty to honest services wire fraud, confessing to a years-long scheme where he traded official actions – including sentencing recommendations – for methamphetamine and sexual favors. The case lays bare a chilling example of power abused within the very system designed to uphold the law.

According to the guilty plea agreement, between April 2020 and March 2024, Blair systematically exploited his position. He wasn’t just a prosecutor; he was a broker of justice, selling leniency to defendants in exchange for illicit goods and services. Blair’s actions included influencing recommendations for probation, drug court, and sanctions for probation violations – all for personal gain. This wasn’t a lapse in judgment; it was a calculated and repeated pattern of corruption.

“Whenever prosecutors reject their official duties for the public, and instead abuse their positions for personal benefit, that does continuing damage to us all,” stated Carlton S. Shier, IV, United States Attorney for the Eastern District of Kentucky. “It not only victimizes individuals, but it demeans the true work of law enforcement, undermines fairness and public safety, and diminishes faith in the criminal justice system. This conviction is an important step toward restoring the necessary integrity and faith in the system and preventing this grave misconduct.”

The FBI, leading a joint investigation with the Kentucky Attorney General’s Office and the Kentucky State Police (KSP), uncovered the extent of Blair’s depravity. “Blair’s conduct undermines the confidence the public deserves to have in their government officials,” said Michael E. Stansbury, Special Agent in Charge, FBI Louisville Field Division. “The public relies on its Commonwealth’s Attorneys to maintain and validate its faith in our criminal justice system. As he admitted today, Blair betrayed that trust by engaging in a scheme that spanned years and corrupted the fair administration of justice for personal gain.”

Kentucky Attorney General Russell Coleman minced no words: “Scott Blair violated that trust and broke the law.” Coleman emphasized that Blair’s actions weren’t just a personal failing, but a threat to the safety and well-being of Perry County residents. KSP Commissioner Phillip Burnett, Jr. added, “We hope this will bring closure to the citizens of Perry County and renew their trust in the justice system.”

Assistant U.S. Attorney Justin Blankenship is prosecuting the case. Blair now faces a maximum sentence of 20 years in prison, though the final sentence will be determined by the Court considering U.S. Sentencing Guidelines and federal statutes.
